Start with the language of instruction
Austria has more English-taught programs than most people expect — especially at the master's level. If your German isn't strong yet, filter to English or English + German programs first.

Weigh the real cost of the city
Tuition at public universities is low (often around €726/semester for non-EU students), so your biggest cost is living expenses. Vienna is pricier than Graz, Linz, or Klagenfurt.
